If a vendor client does not have a drivers licence or passport (both are elderly ladies), what other form of identification are we allowed to accept to verify them as required?

Verification of identity requirements are satisfied by the taking of ‘reasonable steps’ which are not specified and rely upon common law principles. Compliance with the verification of identity standard constitutes taking reasonable steps. If you are satisfied that you have taken reasonable steps to identify your client, nothing further is required.
