The statute bars a claim in defamation after 12 months of first becoming aware of the publication.

If the internet has a broadcast that can be played and replayed to the World at Large, does this then mean every time the broadcast is played it starts the 12-month statute rule again?

That's right. Publication on the internet is ongoing and the 12-months time limitation does not start to run until the defamatory material is removed from the internet, including cached material that comes up in a Google or other search engine.
