Our client has a registered trademark. We received a "Watch Notice" email noting a new trademark application published in the Saudi Authority for Intellectual Property Website Trademark Bulletin, which is similar to the trademark of our client.  

I am assuming that this means that someone is Saudi Arabia is trying to register a similar trademark and our client would only need to respond if they are interested in having their trademark protected/used in Saudi Arabia? If they have no interest in opening up a business there do we need to respond at all?

Your assumption is correct.

There is no need to respond if your client is not concerned with the similar trademark’s use in Saudi Arabia.
